California has recently considered and/or passed several measures that reform probation and parole, including limiting supervision terms for both probation and parole, expanding earned time credits, and eliminating supervision fees. This webinar will highlight these legislative efforts, discuss why such reforms are necessary, and share plans for implementation and further reform. This webinar is hosted by the Columbia University Justice Lab in conjunction with EXiT: Executives Transforming Probation and Parole. EXiT is a network of 90 current and former probation and parole executives who have committed to making supervision smaller, less punitive, and more hopeful, equitable, and restorative. California's reforms align with several of EXiT’s policy aims.

Webinar: Expanding Community Supports During COVID-19: Part 1

The COVID-19 pandemic has disproportionately affected low-income people and people of color, two groups who are also disproportionately subject to supervision by probation and parole agencies. Additional hardships in the form of housing, food, financial, and health access insecurities can imperil a person’s reentry success, and conversely supervision requirements can be in tension with a person’s attempts to meet basic needs. This webinar, the first of two, will highlight examples of jurisdictions that have expanded community-based supports during the pandemic, specifically with respect to housing access and financial security.

Webinar: Technical Violations and Limiting Supervision Conditions

Each year, a quarter of all people admitted to prison are incarcerated for non-criminal behavior, known as technical violations. Technical violations are behaviors that break one or more rules – or conditions – of a person’s supervision, but that on their own do not constitute a crime. People on probation or parole are commonly expected to comply with long lists of conditions, many of which are not relevant to rehabilitation or public safety. EXiT sees policy change in the areas of condition-setting and limiting incarceration for technical violations as two sides of the same coin, and this public-facing webinar will explore the relationship between those two sides, examples from jurisdictions that have limited conditions and/or incarceration for technical violations, and how policy and practice should shift going forward.
